1. Login to your own Panopto account here.
2. Click on the Create button at the top of the screen.
3. Click on the New Folder button.
4. Enter a Name for the folder, and the parent folder (if it is a subfolder), and an optional description.
5. If you are a creating a subfolder, you can click Inherit permission from the parent folder to give users the same permission as given in the Parent folder.
6. When finished, click Create Folder.
